ADVERTISEMENT AND INVITATION FOR BIDS The COUNTY OF GOLIAD will receive sealed bids for BERCLAIR STANDPIPE PROJECT #2 (TxCDBG #CFC23-0253) until 10:00 A.M., Thursday, June 18, 2026, at the Goliad County Judge’s Office located on the 1st floor of the Goliad County Courthouse at 127 N. Courthouse Square, Goliad, Texas 77963. Bids must be clearly marked on the outside of the envelope or package with the words “Berclair Standpipe Project #2”. Bids received after the above-stipulated time will be rejected and returned unopened. The bids will be publicly opened and read aloud immediately after above-stipulated time. Bid evaluations will be completed at a later time and date. The project generally consists of the installation of a Chlorine Injector, Well Flowmeter, Chemical Room Doors, Automatic Transfer Switch for existing generator, All-Weather Access Road and Site Pad, Pipe Insulation, Fire Protection Water Dispensing System, and Security Lighting. Please note that iron and steel products, manufactured products, and construction materials used in this project shall comply with the Build America, Buy America Act (BABA) requirements mandated by Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Please also note that the project is required to be complete by no later than December 31, 2026. A Bid Bond in the amount of 5% of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the County of Goliad may be submitted in lieu of the Bid Bond. The County requires Payment and Performance Bonds in 100% of the contract amount. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) Wage Rate, as issued by the U.S. Department of Labor and contained in the Contract Documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, sexual identity, gender identity or national origin. The County reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the County for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
