ADVERTISEMENT FOR BIDS Sealed bids addressed to Victoria County Navigation District, 1934 FM 1432, Victoria, Texas 77905 will be received at the District Office of Victoria County Navigation District until no later than 2:00 p.m., November 12, 2026. All bids will be publicly opened and read aloud on Thursday, November 12, 2026 at 2:00 p.m. in the District Office of Victoria County Navigation District, 1934 FM 1432, Victoria, Texas 77905 for furnishing all plant, labor, material and equipment, and performing all work required for the Construction of the Edna Lane Extension. Prospective bidders are encouraged to obtain all required bid documents by downloading them for no charge at www.civcastusa.com (account setup required). Plans and specifications will also be available for inspection at the Engineer’s office, located at CivilCorp, LLC, 4611 E. Airline Road, Suite 300, Victoria, TX 77904. This project will be awarded as a Seaport Connectivity Project which uses Texas Mobility Funds. The award process for these funds requires competitive bidding and the project will be awarded to the lowest and responsible bidder. Victoria County Navigation District (VCND) reserves the right to waive any informalities or to reject any or all bids. Each bidder must deposit with its bid, security in the amount, form and conditions described in the Instructions to Bidders. A optional pre-bid conference will be held at the District Office of Victoria County Navigation District, 1934 FM 1432, Victoria, Texas, on Tuesday, November 3rd, 2026 at 10:00 a.m. Bids may be withdrawn any time before bid opening but may not be resubmitted. Bids may be withdrawn after bid opening time, if the award of the contract has been delayed more than 60 days. The estimated construction cost for this project is $5,000,000.
