The written bids and proposals will be publicly opened at Victoria College, Academic Building, Room 103, 2200 E. Red River, Victoria, Texas 77901. The Board of Trustees reserves the right to reject any and all bids and waive any and all formalities and conditions. The College also may retain all bids received for 30 days prior to taking any action and bidders shall not withdraw their bids at any time thereafter.
