CONSTRUCTION ADVERTISEMENT AND INVITATION FOR BIDS Victoria County invites you to submit a Sealed Bid for: Victoria County WCID No. 1 Sanitary Sewer Rehabilitation Project – CDV23-0328 Sealed Bids addressed to the Grant Administrator will be received until 2:00 PM on January 22, 2026 at the Victoria County Engineering & Development Department; which will be publicly opened and read aloud at the same time and location. Sealed Bids [three (3) hard copies and one (1) electronic copy on USB] must be physically delivered and addressed to: Victoria County Engineering & Development Attn: Robin Knipling, Grant Administrator 311 E. Constitution St., Ste. 200 Victoria, TX 77901. Bids must be submitted in unit prices and lump sum bids will not be accepted. Bids are invited for several items and quantities of work as follows: 1. Approximately 5,200 LF of 8” Pipe Bursting 2. Reconnect approximately 84 service taps 3. Other appurtenant items A non-mandatory Pre-Bid Meeting will be held on January 13, 2026 at 2:00 PM at the Victoria County Engineering & Development Department. It is the responsibility of the Contractor bidding to use proper scaling, paper width and length, etc. Failure to do so may result in error in the Unit Bid Quantities and/or Bid Amounts. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. The project to be constructed will be financed with assistance from the Texas Department of Agriculture under the Community Development Block Grant (TxCDBG) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the City’s Section 3 Policy is required for contracts. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Section 3 Businesses, and labor surplus area firms are encouraged to submit bids. Victoria County reserves the right to reject any or all bids or to waive any informalities in the bidding.
