COUNTY OF VICTORIA – VICTORIA REGIONAL AIRPORT INVITATION FOR BIDS The Commissioner’s Court of Victoria County, Texas and the Victoria Regional Airport (VCT) are accepting bids for the following project: Air Traffic Control Tower Rehabilitation Project Copies of this IFB may be obtained from the Victoria Regional Airport office at 609 Foster Field Drive, Victoria, Texas 77904 or online at www.vctx.org/page/business.bids or https: flyvictoriatx.com/master-plan/ . Contract documents, including bid proposal forms, plan sheets, and specifications for the project may also be viewed and downloaded free of charge at www.civcastusa.com . Plans and specifications (.pdf format) are available on a flash drive for a non-refundable price of $75 from Centurion Planning & Design, LLC. (Issuing Office), 19 W. Beauregard Ave, San Angelo, Texas 76903. Please submit questions for this project by November 21, 2025 at 11:59pm through the Q&A portal at www.civcastusa.com or via email to Will Davidson at will@plan.design . Any questions received after this date will not be answered. All answers to questions and any addenda issued for this project will be posted on www.civcastusa.com. You will be notified of responses or addenda automatically via email if you download the contract documents via Civcast. The bidder shall use unit pricing. The method of payment shall be from the County General Fund. Bidders shall refer to the Bid Documents for specific proposal security and bonding requirements. Bids shall include all requirements to be considered. In order to be considered a responsive bid, submitted bid packages must include the following at minimum: Acknowledgement of Addendums Bid form Bidder’s Qualification Statement and List of Subcontractors Bid Security All Required Federal Provisions (See Section 2 of Project Manual) It is the bidders responsibility to thoroughly review the entire project manual (including instructions to bidders and required Federal Provisions) and ensure that all bid requirements are met. Submitted bids not meeting all requirements of the project manual shall be considered nonresponsive. A pre-bid conference will be held on November 18, 2025 at 2:00 PM in the Victoria Regional Airport Terminal Building Main Conference Room. Attendance at the pre-bid conference is not mandatory to bid on the project. However, it is highly recommended that all bidders make arrangements with the Victoria Regional Airport to examine the site to become familiar with all site conditions prior to submitting their bid. Bids shall be received by Vinicio “Lenny” Llerena, Airport Executive Director, 609 Foster Field Drive, Victoria, Texas 77904, until Tuesday, December 2, 2025 at 3:00 PM. Bids can be submitted by hand delivery or by mail to the airport address. Late submissions will not be accepted under any circumstances. The phone system in the Office of the Airport Executive Director shall be the official time of receipt. Responses received after the deadline will be returned unopened. The outside of the envelope shall be plainly marked: “County of Victoria – Victoria Regional Airport – ATCT Rehabilitation” Bids will be held unopened until Tuesday, December 2, 2025. They will be opened and the Respondent’s name and bid amount will be read aloud during a public meeting beginning at 4:00 PM. The public meeting will be held in the Victoria County Commissioner’s Courtroom, located at 115 N. Bridge St., Room 241, Victoria, Texas 77901. Formal action on bids will be considered at a future meeting at Victoria County Commissioner’s Court. All bids shall include all requirements of the County of Victoria – Victoria Regional Airport – Air Traffic Control Tower Rehabilitation. No bids may be withdrawn for a period of 60 days subsequent to the opening of the bids without the consent of the County. The County reserves the right to reject any and/or all bids and to accept any bid deemed by the County as providing the best value for and being most beneficial to the County, and to waive all formalities in the bid process.
